If you are getting harrassing calls from this number, the answer is yes. By filing a complaint, you are making the nature of the calls known to more people, including the caller. The more complaints a certain number receives, the more exposure it gets. This helps make the calls stop by reducing the efficiency of the caller's operations.
Have received dozens of these calls over the last few weeks on my cell, each time from a different #, so it can't be blocked. This is an MCI/Tracphone #. The guy buys these in small blocks and uses them up, then moves on, so the numbers can't be blocked. I found a # the the Tracphone management office and called them (866-234-4357). I told the woman that I'm receiving the same robocall from "Rachel" several times a day, each time with a different Tracphone number, so its impossible to block it. She said there was nothing she could do about it. I asked her if they started getting dozens of calls a day about this guy if they might do something then. She wasn't sure. Lets find out. I keep getting calls from this number - I have listed all my numbers on the national do-not-call list.

Asking me if I need to reduce my debt. Before I can say anything about telling to not call again they hang up.

I received about 20 calls from this "Credit Card Services" scam since June 2011 - they call my home number and my cell number at least twice a month.
Until recently they were offering to take a number off their call list (which was also a fraud - the number was called again and again)
If this is an interstate call, it should be under the jurisdiction of the FBI.

They call constantly. I am on the do not call list as well. They are now calling my cell #.

Got the call at about 9:12 pm tonight. Same call, they are calling about my credit card with an opportunity to reduce the rate...... Scammers!!!

Automated message calls to tell you that you can lower your rates on all your credit cards to 6% or less...YOU have to press one to speak to a rude "qualifier" about getting this service. These people are phishers...don't give them anything. I tried to get them to tell me what the catch is, all I got was the same speech. After 3 people, they hung up on me! Don't give these people your time or your information. They are looking to steal your credit card numbers...save yourself the headache I have by not answering the phone.
