If you are getting harrassing calls from this number, the answer is yes. By filing a complaint, you are making the nature of the calls known to more people, including the caller. The more complaints a certain number receives, the more exposure it gets. This helps make the calls stop by reducing the efficiency of the caller's operations.
Keep calling indicating that they are my credit card company and want to lower my interest rates. I only have AMEX and pay no interest.

These people are scam artists. They just are trying to get personal information to use illegally. They are looking for information so they can steal identities. Reporting them to the DoNotCall Registry does no good. Nothing is done, as they can merely alter the phone numbers they are using. They just set up shop in another place and cannot be caught. The only way to deal with this is to block the numbers individually, or block all numbers except those you list as known contacts. Keep reporting them to the FCC!

Re4ceived this call at 1020 at night on my cell phone. Please let whoever this number belongs to take me off your calling list. Also call should not be made at that time of the evening.

Calls many time a day, never leaves a message. My number is on the Do Not Call list. People are very rude when asked to be taken off the call list.

Offers to lower my interst rate on cards. won't take me off there call list. Just hang up on me,
then they call again from another number.

Calling saying it is urgent that I contact then about lowering interest rates, , I hit 1 to talk to a live representative but noone answers and when you call back you get a full voicemail box

I am sick to death of their harassing phone calls they will not stop!!! They slam the phone down when you ask them to stop! Someone do something to stop these jerks!!

Robo call wanting to lower rates for a credit card, etc. Push 1 to speak to someone and then rings and rings with voice stating "someone will be with you shortly"

I have asked and asked for this company that offers to lower your credit card rates to stop calling. NO LUCK! I have now reverted to letting the call come through and when I get a live person on the phone I blow my lifeguard whistle in the phone and then hang up!
